Reform Action Plan in Haryana

SCOPE OF WORK

The scope of the assignment includes the following:

1. Assessment of the current situation of each ULB
2. Facilitate work of the Reform Team for each ULB
3. Involving staff of ULB
4. Identify key issues facing each ULB, based on the analysis of the situation, citizen’s survey and consultation with various stakeholders
5. Identify reform initiatives for each ULB
6. Prioritise reform initiatives for each ULB in consultation with stakeholders
7. Develop implementation plan for all reform initiatives for each ULB
8. Develop specific project proposals within RAP for funding through the Reform Fund available under YAP-II
9. Conduct workshops for ensuring stakeholder participation
10. Develop Request for Proposal (RFP) including Terms of Reference (TOR) and cost estimate
