The key objectives of the guidelines are:

1. To provide ready information to various stakeholders on understanding of Contract Agreement under various YAP-II Components
2. To lay down a framework for approval and monitoring of the work of local consultant
3. To provide a ready reference of various tasks to be performed at the ULBs / PIAs level
